MELBOURNE, April 27 AAP - Preserving Victoria's triple-A credit rating will be a major
challenge, Premier Ted Baillieu has warned less than a week before the state budget.

Mr Baillieu also refused again to rule out a reduction in public-sector jobs by attrition.

Maintaining the state's credit rating, as well as delivering a minimum $100 million
surplus, were among key commitments the coalition made before winning office last November.

But an expert panel commissioned by the government to examine the state's finances
has now called for a more flexible approach.

The Independent Review of State Finances said in its interim report released on Wednesday
that achieving a triple-A rating should not be a medium-term goal.

Instead, it recommends zero net debt and superannuation liabilities among its medium-term
targets.

Treasurer Kim Wells, who commissioned the report, was missing in action on Wednesday.

His spokeswoman said he was unavailable to answer questions about the report and the
government would respond in coming months.

Mr Baillieu told reporters he wanted to retain the state's triple-A credit rating but
it would be tough.

"We are keen to keep a triple-A rating and we'll be endeavouring to do that," he said
as he announced an extra $100 million over four years for school maintenance.

"But this is going to be a significant challenge for the government and for all Victorians."

Shadow treasurer Tim Holding described the report as a disgrace and defended the previous
government's record as sound economic managers.

"Victoria's finances are in a very strong position, they're in a sustainable position,"

he told reporters.

"We've gone through this charade, through this absurd exercise ... to try and butter
Victorians up to what we all know is coming, and that is a budget where they will seek
to wriggle out of the solemn undertakings they made to Victorians."

Mr Holding warned that walking away from the state's triple-A credit rating could lead
to a higher interest burden for the state as it serviced its debt.

Before the election, the coalition identified $1.6 billion of savings through measures
such as cutting government advertising, travel and spin doctors.

"Where there are other opportunities for savings we'll look at those," Mr Baillieu
said on Wednesday.

He refused to clarify his position on whether further savings could include not replacing
public-sector workers like teachers and child protection workers when they leave their
jobs.

"I'm simply saying what I have said before is we're not looking to reduce any frontline
services," the premier said.

"I'm saying when the state grows, employment grows.

"I am sure there will be changes, but I'm not going to pre-empt the budget," Mr Baillieu said.

The Independent Review of State Finances, headed by Dr Michael Vertigan, warned that
if the state continued down the path of spending outstripping revenue, the government
would have to borrow just to pay ongoing expenses, like public servants' wages, by 2015/16.

Community and Public Sector Union (CPSU) state secretary Karen Batt said the review's
findings were completely at odds with Treasury's recent mid-year report showing a $482
million surplus.

The CPSU is one of several unions set to do battle with the government over pay rises
for its members.

FED:Roxon won't deny that Rudd stormed out

CANBERRA, Feb 13 AAP - Federal Health Minister Nicola Roxon has declined to deny reports
Kevin Rudd stormed out of a cabinet meeting discussing health reforms.

The former prime minister has said he had a flight to catch and left the meeting with
half an hour to spare.

But senior ministers have told News Limited Mr Rudd abruptly left cabinet as Prime
Minister Julia Gillard's health reforms were being discussed.

Asked about this, Ms Roxon declined to say exactly what happened.

"People will have to think what they want about this," she told the Nine Network on Sunday.

Ms Roxon, however, had stern words for the alleged cabinet leakers.

"I am not a believer in people backgrounding and doing that sort of thing," she said.

"Ultimately, we have to be able to have discussions within our cabinet, that's the
way we make sure that we deliver ... for taxpayers."

Ms Roxon also downplayed her absence at a media appearance Ms Gillard called on Friday
to announce the key elements of the government's health reforms.

But she acknowledged the changed political circumstances since 2010, when only Western
Australia declined to sign up.

The coalition assumed office in Victoria in December 2010 and are widely tipped to
win the NSW state election in March.

PERTH, Aug 30 AAP - A helicopter has flipped onto its side while attempting to take
off at Perth's Jandakot Airport, leaving two people with minor injuries.

The crash, about 7am (WST) on Monday, left the Robinson R44 helicopter on its side
after it clipped a hangar, a police spokeswoman told AAP.

Two people who were in the aircraft were treated at the scene for minor injuries, a
St John Ambulance spokeswoman said.

Qld: Treasurer leaves for overseas trade trip

BRISBANE, April 22 AAP - Queensland Treasurer Andrew Fraser will fly to South America
on Thursday for an overseas trade trip.

Queensland Premier Anna Bligh pulled out of the trip on Monday to ensure that her deputy
could focus on tidying up the health payroll debacle.

Deputy Premier and Health Minister Paul Lucas was to be acting premier while Ms Bligh
visited Latin America and the United States.

Instead, Mr Fraser will now lead the trade mission to ensure Mr Lucas "is able to remain
focused on addressing the Queensland Health payroll issue".

Mr Fraser will visit Chile, Peru, Brazil and Columbia over the next eight days.

It is understood Ms Bligh might replace Mr Fraser for the second week of the trip to
Canada and the US.

BRISBANE, Dec 8 AAP - Australians won't be paying more to send a letter for the time
being, with the competition watchdog objecting to a price hike in stamps.

Australia Post proposed to increase its basic postage rate from 55 cents to 60 cents,
but the Australian Competition and Consumer Commission (ACCC) on Tuesday knocked back
the application.

Australia Post also wanted to boost the price of its Small PreSort Letters by 2.6 cents
and larger versions by five cents.

ACCC chairman Graeme Samuel said in a statement the demand for stamps was decreasing
and prices needed to match demand.

"The ACCC is unable to agree to Australia Post's proposed price increases at present,"

Mr Samuel said.

Australia Post said it was disappointed with the decision, with spokesman Alex Twomey
saying the basic postage rate had not kept pace with inflation over the last two decades.

"If it had, the price of the 55 cent stamp would actually now be 70 cents," Mr Twomey said.

Australia Post can revise its pricing submission and seek a final ruling by the ACCC
and the federal communications minister.

Australia Post said it would review the preliminary decision before discussing it with the ACCC.

SYDNEY, April 30 AAP - Mourners who were total strangers wept openly for abandoned
newborn baby Nicholas as his tiny casket was lowered into the ground on Thursday.

It was 10 weeks since his body was discovered and the minister who conducted a moving
funeral service pleaded with Nicholas's mother to come forward and seek help.

More than 40 people attended the public funeral for Nicholas, whose body was discovered
on the conveyor belt of a rubbish tip at Spring Farm near Narellan, in Sydney's southwestern
outskirts, on February 11.

Authorities, who named him Nicholas after the patron saint of children, have been unable
to find his mother, despite a major police operation and numerous appeals for her to come
forward.

The Reverend Peter Kilkeary, who conducted the non-denominational Christian service
at Rookwood Cemetery in Sydney's west, said it was still not known if Nicholas had been
born alive.

"It's good that you people are here to show interest," he told the mourners.

"I wonder about a mother who has abandoned her baby and whether she has the support
of family and friends or whether she has had to bear grief alone. I feel for her."

No eulogy was read because Nicholas had not lived lived long enough, if at all, Mr
Kilkeary told the service at the Independent Mausoleum.

He said the funeral had helped people affected by the death to regain some of their
humanity and urged the mother to contact the State Coroner's Office.

"So for him today there is hope. Today we commit him to God," Mr Kilkeary said.

Of his mother, he said, "We wonder at her state of mind in abandoning this child."

A bronze headstone with an inscription "Baby Nicholas, mother unknown" is expected
to be placed at the gravesite.

Naomi Hayes and Chris Swan brought their three month-old baby boy Gabriel to the service
and wept as little Nicholas was buried.

"I just felt that he needed someone. Even though I didn't know him I just wanted to
show him someone cares," Ms Hayes told AAP.

"The poor little thing never got a hug or a kiss.

"It's good to see there's so many people out there that care."

Grandfather Henry Roach, 73, made the trip from the NSW Central Coast to pay his respects.

"You wouldn't think you could walk out on a little fella like that," he said.

"I'd say she (the mother) needs looking after, physically as well as mentally."

Mr Kilkeary said the mother might have sneaked into the service, but he did not know if she had.

A report on the post mortem examination of Nicholas's body has not been finalised.

Teary-eyed mourners, including mothers carrying babies and pushing prams, sprinkled
dirt and placed flowers, toys and teddy bears as the tiny off-white casket was lowered
into the grave.

Baby Nicholas is buried among hundreds of other deceased newborns at at a special plot
called the "Baby lawn".

The death of a woman on the New South Wales south coast is not being treated as suspicious.

Police were called to a North Nowra address last night after reports that the woman's
body had been found in a house.

Concerned friends had raised the alarm after being unable to contact her.

Investigators were originally treating the death as suspicious.

But following a post mortem today .. police have declared her death as non-suspicious.

WA: Woman dies in head-on crash

PERTH, Aug 19 AAP - A woman has been killed when her car crashed into a ute south of Perth.

Police said the woman died at the scene when her Hyundai sedan collided with a tray
top utility on the Old Coast Rd, south of Perth's satellite city of Mandurah, at 6.30am
(WST) today.

The woman's age is not known.

Police have closed off the Old Coast Road to traffic in the area.

NSW: Wreck location "mistaken", investigators say

Investigators say they mistakenly believed they had discovered the wreck of a plane
on the ocean floor off southern Sydney .. and will now continue the search.

Air safety investigators will use electronic equipment to find the wreckage of a cargo
plane that ditched into the ocean about 11.30pm (AEST) on Wednesday.

The crash almost certainly killed the pilot .. 43-year-old father-of-three JOHN HAMILTON.

The transport safety bureau says police and the navy thought they had located the plane
4.5 nautical miles off Bundeena yesterday.

However .. sonar equipment today revealed they were mistaken.

The twin-engine Metroliner was on a mail run from Sydney to Brisbane.

SYDNEY, Dec 8 AAP - A generous serve of Aussie music combined with a dash of sunshine
has proved the perfect recipe for Sydney's Homebake music festival.

The Divinyls, Missy Higgins, Operator Please, Paul Kelly and Architecture In Helsinki
attracted about 20,000 concert-goers to the Domain today.

The Greens were out in force campaigning against the use of drug sniffer dogs at Homebake.

But police said they had made at least 29 mostly drug-related arrests and issued court
notices to 40 people for possession of drugs including cocaine, ecstasy, cannabis and
LSD.

Two people had been charged with supplying a prohibited drug, police said.

NSW Greens MP Lee Rhiannon complained that government resources should be redirected
to catching the "Mr Bigs" of the drug world.

"It's the big drug manufacturers and dealers who need sniffing out, not young people
stepping out to enjoy a day of music with their friends," she said in a statement.

ARIA award winners Operator Please played the festival for the first time today with
the Gold Coast band's teenage members overcoming early nerves to finish an energetic set
to screaming applause.

"It's exciting, I find it such an adrenalin rush," bassist Ash McConnell told AAP after the show.

Vocalist Amandah Wilkinson said it was overwhelming to play alongside some of her favourite
bands.

"It never ever sinks in," she said.

Architecture In Helsinki vocalist and musician Kellie Sutherland said Homebake was
very special to her.

"I grew up in Sydney, Homebake was the first festival I went to. I feel happy to be
playing again," she said.

Something For Kate lead singer Paul Dempsey, playing a solo set, broke away from the
day's line-up of electro acts.

Dempsey said he felt "a little sad" without his usual band members to keep him company on stage.

But he said he still enjoyed the vibe of summer music festivals.

"Outdoor festivals - you go along with your friends and have a day in the sun, see
a bunch of bands, get sunburnt, drink too much, fall over," he said.

Australian music great Paul Kelly, who played Homebake in 2002 and 2006, said festivals
were a good way to get around and see different bands.

"We have a bit of a festival set which is a bit different to what we do in our own
show," he said.

Governor-General MICHAEL JEFFERY's warned against running down the defence force in
an era when a crisis could emerge far more quickly than a military could be rebuilt.

Addressing an audience at the Australian War Memorial .. which included JOHN HOWARD
and KEVIN RUDD .. he said there are crucial and enduring lessons from the sacrifices of
our Anzacs.

He says the security of the nation is its primary responsibility .. and capable defence
forces can be run down in a year or less .. but take many years to rebuild.

Yet in the history of modern war we have never received more than six to 12 months
notice to fight.

SYDNEY, Dec 24 AAP - A record 27.8mm of rain has fallen on the parched NSW southern
highlands town of Goulburn.

The rainfall, which started this morning and has already cleared, was the highest amount
ever recorded in Goulburn this time of year, a spokeswoman for the Bureau of Meteorology
said.

It was a much-needed Christmas present for the town's residents, as Goulburn's main
Pejar dam was only 1.5 per cent full on December 17.

The town's two smaller dams, which together are two-thirds the size of Pejar, were
less than half-full.

Goulburn's total usable water supply stood at 9.5 per cent of capacity at the end of last week.

More rain fell today than in the past three months combined.

Top-level water restrictions have been in place in Goulburn since October 2004.

These restrictions include a target of 150 litres of water use per person, per day,
and a ban on all outdoor water use.

The average annual rainfall for the town is 650mm but rain would have to fall at 900mm
per year for "a number of years" to refill the dams, according to Goulburn Mulwaree Council.

A trainee neurosurgeon found with 14 hundred pictures of child pornography .. is unlikely
to ever be allowed to practise surgery in Australia.

The Royal Australasian College of Surgeons says any application for re-instatement
from Dr ABRAHAM STEPHANOPOULOS will be considered .. but it's highly unlikely he'll practise
again.

The 31-year-old was yesterday banned from treating children until 2015 .. and had his
medical registration suspended until at least March next year .. when he can treat adults.

He was dismissed from training with the college .. after he was convicted last year
of knowingly possessing child porn.

The Australian Childhood Foundation are furious that Dr STEPHANOPOULOS may one day
practise medicine again.







The Medical Practitioners Board yesterday heard pictures of naked children were found
in Dr STEPHANOPOULOS's car .. and on his computers at the Monash Medical Centre and at
his suburban Armadale home.

He was found by the board NOT to be a paedophile.
